The person in charge of the Land and Space Ecological Restoration Department of the Natural Resources Department of the Autonomous Region introduced that compared with the previous deposit, the management of the mine geological environment governance and restoration fund is more standardized, the provision and use links are more simplified, and the production and operation factors of mining enterprises are comprehensively considered. .

The "Measures" clarified that mining enterprises have set up separate accounts for the mine geological environment treatment and restoration and land reclamation funds in the bank's existing public account, and no longer separately pay the land reclamation fee. Mining enterprises should transfer the refunded security deposit into a fund, and the unpaid or delayed security deposit should be withdrawn in full according to the estimated cost in the "Mine Geological Environmental Protection and Land Reclamation Plan" to be used for the management of mine geological environmental problems. .

The "Measures" pointed out that the fund management follows the principle of "enterprise ownership, government supervision, ensuring demand, and earmarking funds for special purposes", and mining enterprises will comprehensively withdraw funds at the end of each month according to the mining species coefficient, mining method coefficient, sales income, etc. A full amount of funds will be withdrawn one year before the mine closure, which will be used for the restoration of the mine geological environment, land reclamation and management and protection projects that have not yet been implemented within the scope of the mine.

The "Measures" emphasize that if the mining right holder changes the mining type, mining method, etc., which affects the calculation of the fund withdrawal amount, the withdrawal should be recalculated. The responsibilities and obligations of management and restoration of mining enterprises are not exempted due to the loss of mining rights; mining enterprises whose production and operation qualifications are revoked due to violations of the law or whose mining activities are terminated for other reasons shall perform their obligations of mine geological environment management and restoration and land reclamation. The required funds shall be disbursed from the funds drawn by the mining enterprises, and the insufficient part shall be made up by the mining enterprises.

At the same time, if a mining enterprise refuses to perform its obligations of governance, restoration and land reclamation, the natural resources department shall include its illegal and illegal information on the national credit information sharing platform and publish it to the public, and may file a public interest lawsuit in the people's court for its damage to the ecological environment.
